That StreetView image justifies this road-raising project perfectly.

Good, we can't have a crucial piece of National infrastructure closed during it's peak season.... and it's going to only happen more often.

Per the linked article, the aim is to bring the lowest point on that segment of I-29 to the same elevation as the lowest point on I-680, so that the former road is no longer affected by localized flooding.  For major flooding such as in 2011 and earlier this year, which destroyed parts of I-680 on both occasions, this is not going to help.
