Somewhere rural, since the house is described as being on a lane, but somewhere close to London, since Arthur (I believe) works for the BBC and met Trillian and Zaphod at a party in Islington.

Well, it does say he moved out of London and into the country. An address is actually given, but the region it gives doesn't exist. Islington is too close to be called the countryside. It's within the M25.
