The Pete Domenci Highway/Artcraft Rd serve the western suburbs of El Paso, TX & provide quick access connection between the Santa Teresa/San Jeronimo Border Crossing with Interstate 10.

What is the road construction on the New Mexico side?

The Google shows it's now four lane divided from I-10 to the border.

I remember NM 136 had been built as a divided highway when I first travelled the route in January 2002.  I also remember Artcraft Road as being a high-type facility with signals and at least two lanes in each direction; however, Google Maps shows a grade separation at Doniphan Drive (SH 20) which I am not sure had been built by then.

I can't help with the question as to what NMDOT is doing on NM 136 right now since they put so little information online.
