Based on the prevailing speed of traffic and the conditions, the car that appears at 00:15 in the #3 lane is going RIDICULOUSLY fast. The driver had absolutely no hope of stopping by the time he/she caught up with the slower traffic ahead.
It looks like the car that was immediately behind (which was already out of control when it entered the camera's field of view) was trying to keep pace with that doucher.
Then, once those two instigators hit other cars and brought the traffic to a halt, other drivers were incapable of stopping in time to avoid the mounting wreckage. The fact that none of them were able to stop in time indicated that they (and so almost everyone on the freeway) were going too fast as well.
