I don't know if it's possible to have such a thing, but if it's a naturally occurring chunk of boron nitride (or something similarly hard) how in the blue blazes are they going to get rid of it with out a nuke ??

Not natural.
As a Seattleite/Tacoman, I am familiar with the history of the city. It was built over itself after a large fire (like most cities) so my guess is that it's an old piece of the city that has slowly sank down in the dirt from liquefaction from earthquakes. I hope it's a sleeping Kaiju but sadly the former is most likely.
