Title: Free map markup tools?

Anybody have recommendations for free map markup tools? Currently I'm doing my fantasy and proposed route maps in Paint. I'd prefer something where I can draw as opposed to paint. I'd really like something where I can zoom in/out and keep my lines. The "free" part is non-negotiable, since I can just keep using Paint.

I've been using Merkaartor.  It's officially intended for OSM edits, but it functions for fictional maps as well.  You can even download OSM data for fictional highways work.

Ha - I should try that - I use Google Maps for markups - particularly planned trips.

I haven't tried Merkaartor yet, but I use JOSM for a slowly expanding "fixed" version of everything. It works very well for this.
