No, it should have its own 2di.  Perhaps an eastern I-82?  It could be designated as-is.

Probably. Though I can think of a few 2 lane roads that have 4 lane divided segments almost that short.

Ok, so there is of course no need for four lanes here. But these exist in many places. There are several around here where future streets will cross future freeways.

For ones that are not U-turns:

Burlington Mall Rd. (Burlington, MA) varies between 4 and 6 lanes. It is 1.5 miles long.

Some mall entrance roads are probably shorter. I measured ~260 feet for one of the entrances to the Mall of Louisiana.
