Title: Add Mexico to the regional boards

My idea / suggestion would be to add Mexico to the regional boards. We already have Canada so why not add Mexico?

We have lots of active posters from Canada on here, but I think nobody active from Mexico

If any one country started getting a large volume of International Highways posts, we would consider adding a board for it.
