I was driving up I-476 North outside of Philadelphia today. Approaching the PA Turnpike toll plaza in Plymouth Meeting, PennDOT has installed signs where they used to have "No Trucks Buses Trailers Left Lane" regulatory signs. Instead, the signs now say "Trucks Buses Trailers Use All Lanes", as to remove the previous lane controls. Clearly this isn't MUTCD signage (I have some areas use an End placard above the restriction sign) but it seems to be to allow trucks to access the E-ZPass Express lanes at the toll plaza.
Could it have to do with the construction on 476 north of there.

Not sure that is the case. The first of these signs was by the 2 mile warning for the toll plaza, and the second was about 1/2 mile from the toll plaza. Both looked permanently mounted (rather than using the "barricade" mounting normally used for construction signage) and were all in the median area of the road.

That's likely the reasoning behind it.
IMHO, while the
USE ALL LANES sign message may not be in the MUTCD per say; it's a lot more clear & concise
in this particular instance/situation. Usually those
END left-lane restriction placards are applied in situations where there are left-lane exits as opposed to toll booths/gantries.
