Back in 1997-1998, I worked for T.L. James Construction.  They sent me to Pine Bluff, AR to work as a concrete QC tech on the stretch from US 79 to US 63.  The part from US 79 to Old Warren Road was paved with a 7" base of econocrete & 11" of concrete.  The stretch from Old Warren to US 63 was paved with 18" of concrete put down on a base of oil-soaked dirt.
Econocrete is a mixture of SB2, sand, & portland cement.  The numbers for the crushing criteria were low...IIRC 500#s.  I think it was a creation of T.L. James, but I'm not sure.  They claimed it was supposed to give the road a 50-year life.  I was wondering if Arkansas ever used econocrete anywhere else?  Also, how is that road holding up?  I haven't seen that road in many years.
