Is SC4 that incompatible with newer Windows systems?
I've played SimCity 4 on Windows 8.1 with no issues.
You can buy the game for a whole lot less on eBay.

Nowadays, you could probably find it at your local Goodwill or Half Price Books for next to nothing. I got The Sims for a buck a couple years ago.

No, but they also repackage the game and make it DRM free
Prior to this morning, GOG.com was offering SC4 Deluxe for $4.99 and WITHOUT any DRM.
