As part of the transportation improvement bill recently signed by the governor, the ramp tolls will be removed from Interchange 12 on the Everett Turnpike in Merrimack.

According to the bill, the tolls will be removed July 19.
So, one of the requirements stipulated in legislation to provide transportation funding is to remove tolls from a freeway interchange? Can you say contradiction?
The airport spur should be tolled to offset the fact that it neatly bypasses the mainline toll.
It's official: Everett Turnpike interchange 12 ramps will become toll free tomorrow night.

From the OP's link:
QuoteFuel prices in New Hampshire include an additional 4.2 cents per gallon dedicated to the state's transportation system effective on July 1, 2014. This is the first increase in New Hampshire's state road toll since 1991.
So no more redundant BRS (big red sign) with green tab? Bummer!
