So in looking at the progress on the North South Arterial project in Utica, it looks like two grade-level intersections will remain after three years of construction and a great deal of money spent. It appears the Noyes St and Oswego St lights with remain, as the intersections are being rebuilt as is and the lights were put on new mast arms. If so, the highway will be a new concrete surface expressway, ending at these two stoplights. Any idea what's going on or if this is a future project?

The lights at Noyes and Oswego will be removed in a future project. I believe the Arterial will be depressed below Noyes when the second project is complete, however, there is no funding for the second project at this time.
Given that the traffic lights at Noyes and Oswego were just upgraded to mast arms, I don't think the depressed freeway will happen in the near term. It would be nice, though. Traffic tends to bunch up at each end of the at-grade section and it can take a mile or more to get back up to speed.
I rode down there not too long ago and also noticed newer lights, which in my mind told me that they were not upgrading them. Which is a shame because everything in Utica seems to move slower, although this project seems to be moving at a decent speed.
Is there a visualization available for it, because I can't seem to find one?

I followed it quite a bit, but a few weeks ago they just stopped posting images. They were really the only way I got to keep track of progress.
