Around here, basically everybody complies with NCHRP-350 and the latest MUTCD concerning work zone devices.
However, there are a few holdouts.
The City of Dallas still uses a very old style of barricade. They are heavy metal, and feature flags and lights. I don't think there is anybody else that still uses flags on barricades.

Denton County still uses wood type I's. They only have short sections of reflective sheeting, and have road closed stenciled on them. Back in the 80's, they had absolutely no sheeting or reflectors on them whatsoever.

Is anybody else using old style devices? Yellow/red tip cones?, metal case barricade lights, ect?

I saw some last night, for the first time in many years. I figured they must've been put up by the local town where somebody hit the guard rail, but on the way back, a Penn'a D.O.T. emblem was visible in the head lights.
