Out of curiosity, are there any plans to upgrade the entire stretch from Bakersfield to I-40 to freeway standards, or even possibly making it an extension of I-40? If it were to be a future I-40, could it be extended even further to end at I-5?

Hinkley Bypass is going out to bid soon.  Kramer Junction Bypass should be out to bid in about a year.  Both projects call for a 4-lane expressway (vs a 4-lane freeway... a big difference in California).
