Droz says no, Sanderson says yes, Wikipedia says both yes and no, and government documents are fuzzy.
Yes, it's on the 1926 "final plan".

I was going by a link on Wikipedia (which I see that you have since corrected" and didn't even click on the site.
It was omitted from the 1926/27 Seventh Biennial Report by the Arkansas State Highway Commission. Here is my old website which contains a verbatim listing of the original US highways:
http://www.oocities.org/watuzi/old/1926hwys.html
Perhaps it was added after the 1925-26 report (http://www.arkansashighways.com/historic_bridge/Beinnial%20Reports/7th%20Biennial%20Report%20%281925-26%29.pdf) was written. Or perhaps Arkansas thought it was poo.
Now to find proof of its original alignment in Polk County.
1933 AR Official shows the road, but it's not marked as 271. West of Spiro, it's OK 10. South of Spiro, it appears as a paved, un-numbered highway until 270 splits off near Poteau.
