Looks like it. The two next-shortest US routes passing through three or more states I could find are US 340 (VA-WV-VA again-MD, about 155 miles) and US 302 (VT-NH-ME, about 165 miles).
I remember this (OP, not mine) question before, and people found a definite answer.
Is US 44 the shortest for 4 states, or is there a shorter one?
Is US 202 the shortest for 8 states? No, really, that's a lot of states.
Those are a lot shorter than US 8.
