Maybe their hoping that some stupid person driving drunk will see it in their impaired condition as both arrows the same direction.

^ Your second link isn't really a misuse...while not the ideal 'T' intersection, the use of the double arrows here follows the intended meaning of the sign.

Maybe there's an invisible road or more likely it's a defunct sign because a road used to end there. More likely than both of them it's just a mistake.
