This is strange and baffling. It appears that they removed both the guardrails and the fence from Fairway Dr where it crosses the spillway, so that water would flow better. There's no way the water could have washed them away. That's a lot of work to have to remove and reinstall them. This was not mentioned in the article, and a lot of people probably did not notice it.
