Title: Fort Wayne News-Sentinel column: City, state need to solve Indiana 930 problem

There's a rather interesting column about Indiana 930's deficiencies (http://www.fortwayne.com/apps/pbcs.dll/article?AID=/SE/20090924/NEWS/909240315) today, and while there's nothing really new to those familiar with the area, it does highlight what happens when various agencies can't agree. From personal experience, I know that Coliseum backs up in many places, and there have been some things done to help with that (lead-lag left-turn phasing if not simply prohibiting as in the case mentioned in the column), but there's still a lot that should be done.
