California state route 198 east of Visalia at Farmersville as expressway?

Would the expressway portion of California state route 198 east at Farmersville Road to California state route 65 become freeway standard?  And since the new California state route 65 will be built to expressway east of Exeter, CA, would a interchange could be in place north of Exeter, CA on CA state route 198 & 65?

I have seen nothing in the CTC minutes for improvements of Route 198 E of Visalia, or plans to upgrade anymore of Route 65 to freeway standards. Freeway completion is from Route 99 to Road 168 near Farmersville.

I think that intersection I am talking about should have an diamond interchange on CA 198, expressway for CA 65 north, but it is in the hands of TCAG as of now, so I do stand corrected.
Tulare County has the plans for that expressway extension of CA 65.
