What was that P1 freeway that they were proposing?

The IA 100 extension, basically the Page Avenue Extension of Cedar Rapids, with a controversial parkland/natural area impact that seems to be the main reason it hasn't been built yet.

There's mention in the plan about I-380 possibly needing widening or a bypass route, starting on Page 39/90.

The US 151 freeway apparently made it to the EIS stage before being canceled.  It seems there was also consideration of connecting the two halves on both sides of downtown, but the EIS wasn't clear whether it was to be an at grade boulevard, expressway, or freeway grade facility.
