The truss structure is below the road deck, you won't see anything of it from a car perspective. The train runs through it.
The weather near Malmö / Copenhagen is not that unforgiving. The average low in January is -1 °C / 30 °F. Sea salt is probably more of an issue.
I'm surprised it will take 13 years to complete though. That's longer than it took to construct the original project.
There is an interesting weather phenomenon when crossing the Öresund Bridge. The weather often becomes clearer when driving towards Malmö. The city indeed has 100 more hours of annual sunshine than Copenhagen on the other side, but interestingly enough Malmö has a 20% higher annual precipitation.
