It's also legal here in Texas, where the law prohibits exposing a person's anus or genitals. A woman could be completely naked but have her forbidden parts under their natural coverings without violating that law. Texas, as a fairly libertarian place, doesn't allow counties much discretion in matters of criminal law. City ordinances may enact stricter restrictions, so you need to either know the laws in your city or stay outside of city limits before taking advantage of these state laws. I remember reading a city ordinance somewhere that prohibits exposure of the female breast "below the top of the areola."
It's been legal in North Carolina since a 1971 state court of appeals decision that held since the indecent exposure prohibits display of "private parts," female toplessness is not prohibited because the female breast is not normally considered to be within that term's accepted understanding (as I recall, they cited a whole bunch of definitions).
The funny part of that is then in the 1990s there was a case about a man convicted of indecent exposure for mooning someone that went up on appeal and he won for the same reason–the buttocks are not "private parts" and apparently he kept his pants positioned well enough, or else squeezed his legs together well enough, to hide....well, you get the idea. A few days later, a local radio station whose morning show personalities were Bob and Madison got a bunch of people to moon passing traffic with the words "Bob & Madison" spelled out in body paint on their butt-cheeks.

It's legal in New York State, also. My understanding is that the Court of Appeals struck down the law prohibiting it on the grounds that it was discriminatory for allowing men but not women to show their breasts. There have recently been issues with people of both genders wearing very little clothing in Times Square.
Something tells me that speeding isn't the biggest issue in Russia. We've all seen the clips...

This isn't new. I think it was the Netherlands, or maybe Denmark, that did this several years ago. I guess Russia still felt the need to call it new, though?

According to the article there is no indication of accidents increasing on account of drivers being distracted.
Of course I don't think there is enough data to thoroughly conclude that.
