I saw that there were stubs on I-470/Kansas Turnpike just west of the I-70 west on ramp, and there's grading for a trumpet interchange. What did this interchange serve a purpose for, and what did it do?

That is the remnant of the original I-70 interchange. It was replaced by the existing one about 15 years ago?

This 1967 map shows the original configuration. I-70 had a totso total connection with the Turnpike mainline prior to the redesign. The project also tied into the Oakland Expressway (K-4) from the north.
Adding to what rte66man wrote, the East Topeka Interchange was revamped between 1997 and 2001.

Situated nearby is a stub and grading at the north end of the K-4 / Oakland Expressway, leftover from an unfunded extension planned to NE 46th Street.

I've seen those. I just wanted to know what the ones on I-470 did.
Close examination of the map extract Alex provided shows that I-70 was carried through another TOTSO north of the Turnpike interchange where the Turnpike connector interchanges with the I-70 urban freeway through Topeka. There is a link ramp going east to south and a loop ramp going north to west. I believe this is the result of an old plan for what is now the Oakland Expressway. By the time I was going through Topeka on a regular basis (reconstruction of the East Topeka interchange started around the time I finished my degrees at KSU), the second TOTSO had been removed in favor of a 40 MPH bend in the I-70 mainline with an extra-height Jersey barrier and (I think) a full-time electrically illuminated delineator strip in the eastbound direction. I-70 through Topeka was reconstructed in the 1980's and I think the curve was built at this time, with the delineator strip added later. (A similar delineator strip is also used on the long curved ramp that connects US 50 westbound to I-135 southbound just north of Newton; this was also a 1990's retrofit.)
