I see plenty of posts about clinching certain highways or roads, but I haven't yet seen anything about clinching a state's perimeter. To me, this would mean driving all of a state's highways that are closest to, and parallel to each of the state's borders. I would only include state, US, and Interstate highways, as I think trying to drive the closest back road would be far too complicated. I would also keep from crossing state lines. In some instances, certain stretches of highways would be missed, as there is no way to get to them without crossing a state line.
Now I wanted to trace my home state of Wisconsin's route on Google Maps to get a distance of what this drive would be, but I couldn't get it to cooperate without wanting to constantly take me over a shorter route or skipping some sections, or even doubling back on an interstate when I tried typing in intersection to intersection directions. If anyone has tips on how to do that, it would be appreciated. Anyway, here is the route that would be the perimeter drive of Wisconsin:
Starting in the southwest corner of the state at the WI 11 and US 61/151 interchange,
WI 11 East to WI 81 near Brodhead,
WI 81 East to I-43 in Beloit,

WI 35/US 61/151 South to WI 11.
This is the best I could come up with for Oregon. I took a few liberties ragarding the state route rules, but not many. For example, the connection between OR-86 and ID-71 is not entirely a state route, and there's a few county routes near Walla Walla, though you could just as easily stick to OR-11 and US-12 or avoid the crossing and use OR-37. The routing is not entirely perfect, as Google wouldn't let me continue changing the route anymore (I guess there's a limit to that :D). But it's a good general idea of what it would look like.
And yeah, it crosses into California twice (once just at the state line though), Nevada once, Idaho twice, and Washington once. US-199, NV-140, and the Jordan Valley to Homedale part of US-95 are practically unavoidable, though the other crossings you could work around I would say. In my opinion it's better to cross a line to make a better perimeter. Otherwise you'd have to use stuff like OR-42 and route from Lakeview to Burns to Ontario, which is nowhere remotely near the border.

I can't even imagine how you could do Idaho, though maybe I'll give it a shot sometime.

To get Google to route right, you'll have to drag the route to set points to modify the directions. There are only so many allowed, so they have to be broken up. And sometimes, there just isn't a way to get it right, since Google can be stubborn sometimes.
Fprget about Alaska. Almost all of the perimeter is roadless, and some of it is glaciated. Best you can do is AK 1 from Homer to the east end of Knik Arm near Palmer.
Hawaii is kind of possible, except for two major islands not open to the public (Niihau and Kahoolawe) and one where the only state highway starts at one coast and ends at another but otherwise doesn't follow the coast (Lanai). Plus, you'd have to do some island-hopping among the five others, with only slow barges to take your car (but not you) between islands so you'd be best off with multiple car rentals.
Kauai: for a three-quarter loop, HI 560 to HI 56, then HI 51 and HI 58 to Lihue's harbor, then HI 50 to HI 540 and back on HI 50 to its end. Also take HI 550 to come as close as possible to filling the long gap between HI 50 and HI 560, created by the steep and rugged cliffs of the Na Pali coast .
Oahu: HI 93 (start at a permanently-closed old road around Kaena Point) to HI 95, then local roads to and from unsigned HI 8940 (Frankin D, Roosevelt Ave.) on the old Barbers Point air station, then over to HI 76, south on HI 76 to its end to hug part of the coast, then back north to HI 7101 and over to HI 99 to get around Pearl Harbor, then HI 92 to its end, then work your way through local streets in Waikiki to Interstate H-1, then east to HI 72, then HI 61 to connect to the long HI 83 loop around the north coast, then HI 930 to get as close as you can to Kaena Point.
Molokai: HI 450 hugs the southeast coast. The other state highways are too far inland, except the north end of HI 470.
Maui: HI 32 to HI 36 then HI 360 to Hana to cover most of the north coast (beyond there, only CR 31 more or less follows the east and southeast coasts), then back to Kahului to pick up HI 3400 and HI 340 to the latter's end at CR 340, then back to take HI 30 between Wailuku and the southwest and west coasts, to the other end of CR 340; then back on HI 30 to HI 310 and HI 31 to follow the beaches and resorts on the south Maui coast. That leaves a long gap covered more or less by CR 31, and a shorter one by CR 340.
Big Island: A lot simpler. HI 11 from Hilo, with an out-and-back on HI 130 (truncated by lava flows), then HI 11 all the way over to Kailua-Kona (with short jogs to the coast on HI 160 and the west stub of HI 190), then HI 19 to HI 270, then back to HI 19 via HI 250 and an out-and-back on HI 240 to return to Hilo. The major gap is along the Puna coast east and southeast of Hilo, some of it covered by the part of CR 137 that hasn't yet been destroyed by lava flows, as well as most of the southern Kau coast, and the Waipio Valley between HI 270 and HI 240.

If you were to stay on state highways, Illinois would look like this (running clockwise):
Eastern border: IL-1 and US41 (joined by a short jaunt on I-57 and 94)
Southern border: IL-146, to keep it simple.*
Western border: IL-3, IL-100, IL-96, IL-94, and IL-84. (Or just follow The Great River Road)
Northern border: US20, IL-75 and IL-173. (joined by a short jaunt on IL-251)
If you want to complicate it, use IL-145, US45, IL-169, and IL-37 to Cairo before hitting up IL-3
IL 1 is only closest to the IN border south of Beecher. You could take US 41 to US 12/20 and go west. You could cheat a little by either using a few blocks of Halsted between 95th/US 12/US 20 and I-57 that isn't technically IL-1, use 87th Street for a U-turn at the I-94 diamond, or cut down Stony Island to I-94. Otherwise, you'll have to jump over to I-90/94 at I-55, take I-94 east to Sibley/IL 83. You would then take IL 83 south to its terminus at US 30, then take US 30 west to IL 394. That will take you directly to IL 1, which would work until US 52. Take US 52 to Sheldon, then US 24 back to IL 1.
To "simplify":
I-55 south to I-90/94
I-94 east to IL 83
IL 83 south to US 30
US 30 west to IL 394
IL 394 south to IL 1
IL 1 south to US 52
US 52 east to US 24
US 24 west to IL 1
That covers the northern half of the IL/IN border on the IL side. And yes, that's confusing. :-D
A more complicated version for Illinois mostly using signed routes (since I spent a while typing this and don't feel like modifying based on recent posts of a similar nature)
* IL 173 from IL 131 to I-39/I-90
* I-39/I-90 from IL 173 to IL 75
* IL 75 from I-39/I-90 to US 20
* US 20 from IL 75 to IL 84
* IL 84 from US 20 to IL 92
* IL 92 from IL 84 to IL 192
* IL 192 from IL 92 to IL 94
* IL 94 from IL 192 to IL 164
* IL 164 from IL 94 to US 34
* US 34 from IL 164 to IL 94
(IIRC there is a secret four digit route closer to the river that could be used instead here south of US 34)
* IL 94 to IL 96
* IL 96 to US 24
* US 24 from IL 96 to IL 57
* IL 57 from US 24 to I-172
* I-172 from IL 57 to I-72
* I-72 from I-172 west to IL 106
* IL 106 from I-72 to IL 96
* IL 96 from IL 106 to IL 100
* IL 100 from IL 96 to US 67
* US 67 from IL 100 to IL 143
* IL 143 from US 67 to IL 3
* IL 3 from IL 143 to I-57/US 51
* US 51 from IL 3 to IL 37
* IL 37 from US 51 to IL 169
* IL 169 from US 51 to US 45
* US 45 from IL 169 to IL 145
* IL 145 from US 45 to IL 146

Montana is very difficult due to terrain and the extreme rural nature of the state. I've chosen the routes that stick the closest to the state lines, even though that includes entering into North Dakota, Wyoming, and very briefly into Idaho. I've also stretched a couple US highways by using the unofficial routes through Yellowstone National Park. Finally, there are numerous backroads that would allow for getting closer to the Canadian border, but are not included as they are not designated highways.

Arizona really can't be done by car since you have the obstruction of Lake Mead, the Colorado River, and the Grand Canyon. California is essentially also impossible also given the lack of roadways on the Oregon State Line in the Trinity Mountains that would require crossing the state line. In fact I can't even find a Forest Road that would connect US 199 to Greyback Road which make a full circuit perimeter much more obtainable. There are some other examples where there is no true road building along the state perimeter but oddly there is usually a 4WD trail or at minimum something that could theory be used be a skilled enough driver.

I take this as doing a circle as close to a state's limit as possible. So in Alaska it would be AK 1 from Palmer to Tok, AK 2 to Fairbanks and AK 3 back to Palmer :bigass:.
BTW, I forgot this specifically asks for a state. Since I don't have a state, I cannot answer, and my previous post that encircled an autonomous community isn't valid. But since I had it done in another forum...

You missed using MN-316 from east of Miesville to Hastings instead of US-61. ;-)
Edit: Also, if we want to get really nitty-gritty, MN-123 from Sandstone to Askov is technically closer to the border than MN-23 is through that stretch. :bigass:

Actually yeah, what was I thinking? I should have included IL394. lol

For forum purposes I generally consider a "state" to be any US state, territory, or DC; Canadian province or territory, or any other first-level national subdivision (ex: Mexican states, the oblasts of Russia and Alanland, etc.). I guess some people like to get anal about it (such as in the "hello neighbor" state route game), but IMO it fits the spirit of what a "state" is for roadgeek purposes.
KS is pretty simple, but the southern border gets kind of zig-zaggy.
Since people are cheating by going outside the state when it's supposed to go around it while just inside, here are three for Aragon:

West Virginia is esentually impossible due to its irregular shape. Best I could do is:
US 30 W to WV 2

WV 31 N to I-77 N
I-77 N to WV 14 S which eventually multiplexes with WV 68
WV 68 S which eventually multiplexes with US 50

US 50 W to WV 29
WV 29 to WV 9

Wisconsin was fairly simple compared to some of the more irregularly shaped states, or the more rural ones. It's a lot harder than it looks!

California is essentially also impossible also given the lack of roadways on the Oregon State Line in the Trinity Mountains that would require crossing the state line.
OTOH, some parts of California's perimeter are really easy, especially compared to some other states. A combination of US 101, CA 1, I-5 , and CA 75 is a pretty good approximation of the western boundary. For the southern boundary, CA 905, back to CA 94, then to I-8, CA 98, and back to I-8, US 95 is pretty good for the boundary with Arizona, though you'd need to use US 95 on the Arizona side between I-8 and I-10, and AZ 95 along Lake Havasu would better approximate the border than US 95 north of I-10. US 395 follows much of the rest of the border with Nevada.

That it is. Michigan requires three different locations where the same road is used to go both directions.
1. Mackinac Bridge (I-75)
2. Portage Lake Lift Bridge (US-41/M-26)
3. US-41/M-26 between Calumet and Phoenix
Two of these are because that's the
only bridge connecting an area to another area.
Let's see if I can figure out Georgia (trying to most closely mimic the border, not necessarily get the closest to it distance-wise, and staying inside the state with one minor exception).
Start in the southwest corner at the intersection of GA 39 and GA 253 near Lake Seminole.

This part of the Wisconsin perimeter trip would be pretty nice for people driving from the Chicago area to Door County. It would take awhile but you would get to see just about every city and town that is on Lake Michigan.
WI 165 East to WI 32 in Kenosha,
WI 32 North to WI 794/I-794 in St. Francis,
WI 794/I-794 North to WI 32 in Milwaukee,
WI 32 North to I-43/WI 32/57 in Bayside,
I-43/WI 32/57 North to WI 32 in Port Washington,
WI 32 N to I-43,
I-43 North to WI 28 in Sheboygan,
WI 28 East to WI 42,
WI 42 North to I-43,
I-43 North to US 151 in Manitowoc,
US 151 North to US 10,
US 10 West to WI 42,
WI 42 North to WI 57,
WI 42/57 North to WI 57,
WI 57 North to WI 42 North,
turning around at the end of WI 42 in Door County back south
And if you were starting out in Chicago you could add this portion of the IL perimeter trip to hook up with with WI because you wouldn't want to miss the Amstutz Expressway piece.
* US 41 from US 14 to IL 176
* IL 176 from US 41 to IL 131
* IL 131 from IL 176 to IL 137
* IL 137 from IL 176 to end at IL 173
(keep going north on IL 137 to the state line where it becomes WI 32, skip the first WI step above)

Let's get specific, starting close to the NE corner at Alturas and heading clockwise:
395 south to 70, 70 west to 49, 49 south to 89, 89 south to 267, 267 south to 28
28 west to 89, 89 south to 395, 395 south to 120, 120 east to 6, 6 south to 395
395 south to 136, 136 east to 190, 190 east to 127, 127 south to 15, 15 west
to 40, 40 east to 95, 95 south to 10, 10 west to 78, 78 west to 115, 115 south to
8, 8 east to 98, 98 west to 8, 8 west to 94, 94 west to 125, 125 south to 905,
905 west to 5 (
not doing the border-crossing U-turn!), 5 north to 75, 75
north to 5, 5 north to 1, 1 north to 101, 101 north to 1 (Seacliff section), 1 north
to 101, 101 north to 1 (Lompoc turnoff), 1 north to 35, 35 north to 1, 1 north to
101 (Leggett), 101 and/or 271 and/or 254 until about Fortuna (not going to get
too anal about this "braided" section) at 101, 101 north to 255, 255 north to 101, 101
north to 200, 200 east to 299, 299 east to 96, 96 north and east to 5, 5 south to 97,
97 north to 161, 161 east to 139, 139 SE to 299, and 299 back to 395 at Alturas. Done.
That's as close to a perimeter route as you're going to get and still stay within the state
boundaries -- if using only state highways. The 15-40 routing via Barstow could, of course,
be avoided if county roads could be used from Baker south to I-40; also using Imperial
County S34 between CA 78 and I-8 would help greatly (the same goes for A12 between
I-5 and US 97).

There are numerous county and former state routes (Old US 75 along the Missouri River, Old IA 105 north of Mason City, Old IA 99 south of Muscatine) that come closer to the border than this route, but this is the best one using current signed routes.
I interpreted the OP for the "remain within state" rule to be strict, but not the "state routes only" rule, which was only to prevent things from getting too complicated.

Since no one has tried Missouri yet, though I'm not going to use any lettered routes
If I find myself with nothing to do one of these days, I'll try my hand at including the secondaries.

One minor exception, which is that US 275 goes south from IA 2 to Hamburg, meets IA 333, which goes to I-29 and then north on I-29 to IA 2. The old extension of IA 333 is also closer to the border than IA 2 west of US 59.
I do believe there is not a single point where old US 75 between Council Bluffs and Sioux City is closer to the Missouri than I-29.
Technically, I made a small goof in my elaboration about a CA perimeter route: One can use CA 265 to transition between I-5 and US 97 in Weed (saves about an aggregate mile or so!). Carry on!

Ontario has got to be very hard to do. It's so huge.
Best I could do with California's northern border, sticking to numbered routes:
starting at US 101/CA 299 junction in Arcata
CA 299 from Arcata to CA 96 at Willow Creek
CA 96 from Willow Creek to I-5 north of Yreka
I-5 to US 97 at Weed
US 97 to CA 161 right at the Oregon border
CA 161 to CA 139 at Hatfield
CA 139 back onto CA 299 at Canby
CA 299 to US 395 at Alturas.

I wouldn't use the same road twice, so I would turn onto ON 17/TCH East upon reaching Nipigon and thus leaving Western Ontario out. I've struck that part out. That happened to me when I went around Aragon, Spain.

$$: I deliberately ignored using I-89/US 7 to Highgate and I-91/US 5 to Derby Line because of the effectively-out-and-back nature of those routes from Swanton and Derby Center respectively.
@@: ALT US 7 is not used because it is one-way only south of downtown Burlington. Also, there is no direct state route connection to/from VT 127 in downtown Burlington.
I was unable to map this in full because I ran out of modification points in Google Maps.
Maine is a toughie. I'll leave off coastal routes that dead end at the ocean and a huge chunk of the Allagash

The WB 12 to EB 90 maneuver is going to require either an illegal U-turn at Avenue B in Chicago or a brief stretch along city streets. I don't particularly mind entering a different state just for that, but if you want to get around this, just take 12 west to 41 south.

I guess since the entrance ramp to EB 90 is in Illinois, US 12 west to US 41 south would technically be the proper path.
I knew Kentucky would be a challenge to map out. What I did was start in the state's northeastern corner and go clockwise. My rules were that no backtracking is allowed, which makes it impossible to fully trace Kentucky's border and that will be pointed out, state highways only, and use the state routes that are closest to the border. Also, no going out of state other than state-line roads, which slightly altered one turn. I suspect this routing would take four days at least to drive, especially since in a lot of cases it's rather indirect and uses roads of questionable quality.
(EDIT: based on an idea gleaned from Sparker's followup about driving the route, I'm going to indicate what I've actually been on. A BOLD post means I have driven the entire segment mentioned. A RED post means I have driven on a portion of the segment. A normal post means I have not driven the route.)

Here, we run into our first real problem with being unable to parallel the state line. KY 144 intersects KY 2830, which is the old alignment of US 60, but the route runs under a bridge that carries US 60 without an intersection. You can either use KY 144 to get to US 60, or you can stay on KY 2830, which intersects US 60 closer to the US 231 bridge, but here it's physically impossible to stay closest to the state line without doing some backtracking. Holy shit, HB! I think you've set a new definition for exhaustive! I guess when most of the traversable roads in a state are in fact state-maintained & signed, such a list is inevitable with the parameters of the OP.
I have my doubts about whether anyone would even be willing to actually drive it -- but if someone does, please supply equally exhaustive pictures!

Actually, it would have been possible to better follow some of the contours using county roads (and city streets in some places; namely Paducah, Henderson, Owensboro and Louisville) but I chose to stick with state routes shown on the individual KYTC county maps. Not all of the routes may be signed but they're all listed as state routes. (I suspect the KY 667 entry is gravel or worse, since it basically serves farms along the river).
It is possible to do a much more simple routing to follow the perimeter of the state, but at the cost of not being as close to the state line as is possible.
And believe it or not, I've actually driven a decent amount of this routing, although obviously not in one fell swoop. I ought to go back and highlight the routes I have driven all or a portion of.

Wow, that was a whale of a post. Nice job.
and on a random side note, the start/end point you went with happens to be the one intersection in Kentucky that I have been through the most
I'd like to try doing Kentucky on the outside of the state, but it wouldn't be as easy -- or as close to the state border, because from Tennessee I'd have to cross into Missouri on I-155. :-D
New York, meanwhile, is physically impossible to do from outside the state. Even ignoring the coast and going through Canada requires going all the way to Detroit thanks to Lake Erie.
Nice job, cabiness. In the quoted entry below, I've changed the details in the NW corner as suggested by pianocello. I've also added a detour through Union City along IN 32 and IN 28, and I've added more of IN 111 along the river. Some might quibble about the path through Vincennes along BR 41. Is it a state or US highway? I don't believe that INDOT maintains it.
A question: does IN 111 continue along Main St., Vincennes St., and Charlestown Rd. to I-265? If so, that would appear to be the "correct" route, over I-64/I-265.
Changes are in
BOLD.

Google maps is incorrect regarding IN 111. It does not go all the way to Laconia. It dead ends at New Boston on the Ohio River (I've driven it before and the road that Google maps has labeled as IN 111 between New Boston and Laconia is in fact a county road.) So my original routing of IN 11 -> IN 211 -> IN 11 is necessary.
Also IN 111 no longer continues through New Albany via Main/Vincennes/Grant Line. It ends at I-64.

To do Indiana outside the state I'd have to go all the way around Lake Michigan.
Try to do that with a coastal state :sombrero:.
OK, I'm taking a crack at the outer perimeter of Kentucky. Source for the routes is Google Maps. Two rules of note: I did not include West Virginia "county" routes, nor did I include Missouri secondary lettered routes. I also did not include Virginia secondary routes. However, I did include Tennessee's secondary routes, signed inside triangles, because they were part of the single state system until routes were divided into two classes in the 1980s.
As before, I will note segments I have completed in their entirety in BOLD. An entry in RED indicates I have driven part of it.

I want to do this with my 'old man'! This sounds like fun for a road trip around the state! :wow: :-o :awesomeface:

Google maps is incorrect regarding IN 111. It does not go all the way to Laconia. It dead ends at New Boston on the Ohio River (I've driven it before and the road that Google maps has labeled as IN 111 between New Boston and Laconia is in fact a county road.) So my original routing of IN 11 -> IN 211 -> IN 11 is necessary.
Also IN 111 no longer continues through New Albany via Main/Vincennes/Grant Line. It ends at I-64.
Thanks for the info. I should have pulled out the old RMcN. It doesn't show 111 going to Laconia. As for the terminus of 11 in New Albany, I tried looking for signs in GSV, but couldn't confirm or deny that it continued past I-64.
At least I got IN 32 and 28 right at Union City. I've been there many times, so I knew what I was talking about that time.
New York on the outside, ignoring the part that can't be done around NYC and Long Island:

Strictly following the OPs rules (stay in state, only state highways, no doubling-back), I'm confident that Idaho has the worst perimeter drive
https://goo.gl/maps/1NLJGZFtTsK2
It's very slightly generalized on the map (but always within a couple miles) - the actual route would be:

A truer perimeter drive would require traversing through NW Montana on US 2/MT 56/MT 200/MT 135/I-90/US 93, being allowed to use the US-89/WYO 239 connection to Idaho 34, and then being allowed to dip into Utah via Is-15 and -84. That would produce something that looks more like (though not exactly like) https://goo.gl/maps/mzATC81xTxm .
It should also be noted that despite what Google seems to be displaying today, Idahos 37 and 38 don't connect and Idaho 81 does not go all the way to the Utah line.
A full outer perimeter for Georgia has an obvious problem in the presence of the Atlantic Ocean. So I'll have to do it as a point-to-point affair.

This generally stays pretty close to the border except in Florida, where pretty much every east-west route north of US 90 has been turned back, in whole or in part, to the counties. I also couldn't take AL 95 all the way to the border because it turns into a county road in Florida, thus the detour all the way to Dothan.

You're right, that is bound to be the worst (excluding, say, Alaska).
Alaska's outer "perimeter" is even worse: TCH 16, BC 37 (YT 37?), YT 1, YT 8, YT 2, YT 5/NT 8
Since I did (99%) inner CT, I'll do 100 % outer CT:
