Because I just looked it up and others might not have, I will mention that this is inside Atlanta's beltway, SE of downtown, and slightly closer to the city core than I-285.

I-85 and I-20 are collapsing supposedly to prevent voter fraud, where people from the center of Atlanta (overwhelmingly Democratic, and not in the 6th district) would vote in the House special election in the 6th congressional district northeast of Atlanta. Does anyone really think people would do that?

Oh jeez! The most congested city east of L.A. is turning into a nightmare for commuters on its interstates!
Looks like it was a natural gas pipeline that bulged, creating an upward movement of the road base above it; they had to replace the pipe section, encase it in concrete, and wait for the concrete to cure before removing the roadway slabs and repaving the section. After the 2010 PG&E disaster in San Bruno, CA (and the ensuing litigation & substantial fines) regional gas companies are taking no chances regarding possible leaks; thus the extended repair/replacement process.
Apparently it's not relevant, but that pavement is original equipment, built in 1961-62 and left in place when the highway was widened from six lanes to ten in the early '90's.
