I really didn't know what to call these since I've never seen such a thing before

Seems too excessive and decorative.  If there are regular street signs/blades (and there are here), and they are readable, that should be *plenty*.  Anything more is just showy and oooh-look-what-WE-did.

Honestly, when I first saw this I thought it was a city welcome sign.

Is this the only one you know of, or are there several of these in your area?
