I found this location in/near Belton SC where there are railroad tracks on both sides of the highway. It sure looks weird.

MN 55 through South Minneapolis. The railroad on the west side is the Metro Transit blue line light rail. The east side is a Class III railroad which I can't find the name of (Minnesota Commercial Railroad?).
Denton Drive in northwest Dallas has a DART line on the west side of the street and a DGNO line on the east.
Trenton Avenue and Pacific Avenue (one street that changes name) in Portage la Prairie, MB have railway tracks on both sides. The south tracks are CN, so I'm guessing the north tracks must be CP. According to Wikipedia, 72 trains pass through the town each day, which makes it a great spot for train spotters.

There's about an 8 block stretch of US 10/US 75 (along Center Ave) in Moorhead, MN where you have the BNSF KO Subdivision (their Northern Transcontinental route) on one side and the BNSF Moorhead Subdivision on the other.
NJ Turnpike, for about a mile south of Exit 13. East of the pike is the "Chemical Coast Line". West of the pike are some industrial spurs, some but not all of which are in use.
CA 84/Niles Canyon Road snakes between two rail lines for much of its length between Niles and Sunol; the original Western Pacific (now a UP main line) to the south and the original Southern Pacific "Altamont" line on its north side. Until just recently, the former SP tracks were used by the Niles Canyon Railway, a tourist line/museum using old locomotives (both steam and diesel) to haul seasonal trains. Unfortunately, they lost their lease on both the line and the property used as their yard/storage facility and are looking for new quarters in the region. Too bad -- it was an exceptionally scenic operation (a friend of mine was one of their docents).
Not really a highway, but one section of Cottonwood Street/300 West (https://goo.gl/maps/mv9ExYdrhv82) in Murray UT has the TRAX light rail to the east and the UP (former DRGW) mainline to the west. If you look around that map, there are a few other minor roads that might fit.

U.S. Route 40 through Aberdeen, Maryland and some surrounding areas has what I think is CSX on the north side of its right-of-way and Amtrak/MARC on the south side.
Hummel Ave in Lemoyne, PA is stuck between two Norfolk Southern lines. The light at 18th St/17th St always gets backed up in rush hour because of the limited space over the bridge between Hummel and State on 17th. Plus, a lot of traffic goes between 18th St and 17th St, using Hummel for a very short distance.

For the ultimate in road-between-railroad experience, just get on East Washington Blvd. in Los Angeles and the City of Commerce. Not only does it travel between the main UP freight line east of downtown and the corresponding BNSF line to the south -- but it lies between the main regional yards/container terminals for both lines. While UP's SoCal operating center is in West Colton (actually in Rialto) about 45 miles east, the L.A./Commerce yard is the marshaling site for container distribution coming from the Ports of L.A. and Long Beach. BNSF's yard, the larger of the two, handles both containerized and standard-freight-car (aka "manifest") trains, the latter a task largely relegated to West Colton over on UP. If you're interested in rail terminal action, just take a camera with you. BTW, the last time I was on the street (ca. 2012) the pavement was so bad (constant pounding from trucks) that I feared for my tires; use at your own risk!
Is not I-55 at Cicero Avenue in Chicago trapped between two rail lines? I thought I saw two rail bridges over IL 50 at the diamond interchange, but it was in 93 I was there last.

It is, almost the entire distance between IL-43 and Kedzie.
