I think they're just covering up the message here. Sure, it should be a bag or tarp over the sign, but nothing terribly unusual here.

It's unusual to find Han Characters on a sign in America, quite far away from any so-called "Chinatown".

This is for temporary signs, not permanently-installed ones, and to differentiate between construction contractor signs and signs permanently installed by or on behalf of DOTs.
