Could someone tell my why this interchange was built?
It is a standard interchange, but with a road that dead ends on both side of the freeway.
Was something supposed to have been built there?

My guess would be some form of ranch access.
Turns out it was to attract development...some extremely forward thinking given this was 1968 and there is still nothing there...

But its reservation development, usually that is extremely hit or miss given the funding is usually lacking.

The I-180 of exits...
à la Sunset Road interchange at I-10 a little further north. That one's flanked by a railroad on one side and a quarry/ Santa Cruz River on the other.
Sunset was extended west and tied into Silverbell Road earlier this year, finally, in preparation for construction at Ina.
