Toll booths used to bear stop signs with the additional message "PAY TOLL" or "GET TICKET" as appropriate. I think they were common on the Indiana Toll Road and the Ohio Turnpike. I quick check of GSV shows that those signs are gone. Perhaps someone has an old picture they could share.
Yes, "Pay STOP Toll" signs existed in the Northeast toll booths too.
Years ago at the end of the south-to-west ramp of Heckscher Parkway Spur, there was a sign that said "Two Way STOP Traffic" at Harwood Avenue.
