Clearly the first influenced the second.  What other examples of road art are there that use elements of actual highway design - AND are visible from the road?

The "copycat" was the original. The guy from Missouri probably saw the NC one on the news or on the internet and thought it was a good idea.

Indeed! One of the comments on MoDOT's news story had a link to the so-called "copycat"
