Title: Construction over Illinois 31 north of Elgin

I drove along IL 31 between Elgin and West Dundee this weekend and noticed construction that looked like it might have been an expressway. I haven't been able to find anything about it online, anyone have any details or a link?

This is probably the Longmeadow Parkway project. It was originally known as the Southern Algonquin Bypass.

Kane County Illinois is the lead agency.  It is unique in that the land acquisition and a portion of the construction was paid for with grants, IS-TEA allotments and a portion of state transportation funds.  But the bonds for the new Fox River Bridge will be financed via tolls and there will be a $1.50 per car toll to cross it.

It essentially connects IL-62 SE of Algonquin, cross the river and ends at Huntley Road.  This was the second part of traffic relief effort in downtown Algonquin where IL-31 and IL-62 intersected.  The first part was the Western Algonquin Bypass which wrapped in 2014.

Due to some forward thinking leaders, when housing development between Huntley and Algonquin was approved, they forced the developers to allocate land for a future minor arterial to connect to the planned south bypass. For several years Longmeadow Parkway was a residential street, but residents were notified that the future plan was it would be a minor arterial, so when hearings were held, the "shock" of  a new road was lessened.

Last time I looked they were still working on some electronic toll arrangement for but it wasn't I-PASS last I heard.

It's going to be I-Pass last I heard.  IIRC Illinois law requires any electronic toll facility in the state to be at least I-Pass compatible.

but will they bill by mail or be like you need to go online and pay up or it's an fine also will they cap the number of pay on line as well?
