The school zone speed limit sign looks completely normal to me, and I'm assuming the cell phone plaque underneath it refers to a local ordinance. I believe Beeville passed such an cell phone driving ban a couple of years ago, although I can't find any specific reference to school zones.

Some around here in the Buffalo area, too - notices to slow down and not zoom past school driveways, hopefully to avoid collisions...
There are actually many around TX, with various styles. Too bad there are even more people out there guilty of the offense the sign references.

This one took a bit to finally pass and be law, as governor Goodhair (that would be previous TX gov Rick Perry) felt it was an overstep to regulate it, so he vetoed it during his regime. The state legislature tried again, and it passed with Perry not there to veto it any longer.
I've seen a few assemblies with red signs "No phone zone with light is flashing". I saw one today, but there wasn't a good place to stop for a photo.
Maybe her referring to the clearview font used throughout the sign??
Nothing unusual about that sign in Texas. They're everywhere.
