That's more than likely IDOT or CDOT chipping away loose concrete, which exposed the rebar. It's pretty common and gets patched when the temperatures are warmer. Just because rebar is showing doesn't mean the bridge is structurally deficient.

Latest I've heard is that there's a temporary reinforcement structure in place and that it will reopen tonight.

It looks more like CDOT's lack of maintenance. Concrete can also fall off, exposing rebar, rather than being chipped off.
The whole thing is a joke. It's going to take a bridge collapse and people ending up dead for this state to take the roads seriously. Even if that happens it'll likely end up as a band aid approach. Idiots downstate are more concerned about legal pot and being 21 to purchase tobacco rather than the pension system or broken roadways.

I dooubt it's spalling as the missing parts are very linear. Spalling usually shows in a more random pattern. Looks like they were prepping it for patches. And no, the pier integrity is not necessarily compromised by what is shown.
