On old signs it was fairly common practice to have only the outline of the shield shape rather than adjust the background color, simply because it was easier to fabricate this way.
Indeed, this is why CA state highway shields are green with white numbers - they used to be white with black numbers 50+ years ago, but when the feds complained that CA needed to start making shields on guide signs look the same as standalone shields, CalTrans decided it was easier to start making the standalone shields green than to start making the shields on guide signs white.
