That's interesting about the 101 through Santa Barbra. I would bet it was easier to plan 101 through DTLA than Santa Barbra.
Regarding the 101, I hope the two HOV lanes in each direction alt. Is chosen for Ventura. It needs it.
That 241-to-91 connector is long overdue. Nothing like sitting in standstill traffic for 30 minutes every evening on a toll road.
The expressway on CA 25 is way overdue north of Hollister. That highway essentially was so bad that Caltrans just uses a concrete barrier to prevent passing presently.

Hey, that sounds like...the long-time approach on Route 37 between Sears Point and Mare Island! To be fair, that barrier also cut down on a past head-on collision problem along that stretch.

It is, basically it's the usual last ditch measure Caltrans uses before expansion if head on crashes are high. CA 12 west of Lodi has several center barriers as well.
