Miller Park is owned by the Brewers. That's interesting that some stadiums are publicly owned.

The Cubs own Wrigley Field, so there is a mix of Public and Private ownership out there
Some privately owned businesses generate substantial out-of-town visitors (stadiums, venues, parks, etc.). I say the government has a responsibility to ensure safe and orderly access to them. If it's a traffic generator I think government agencies have the right to aid motorists to these establishments. Ideally, the business should provide initial funding for signage as part of their permitting process. By signage, I mean non-logo signs. Just simple white on green (or white on brown if it is cultural/recreational) signs.
Here in Louisville it is a mixture on which ones get interstate signage. The KFC Yum! Center, Cardinal Stadium, the KICC, and the Kentucky Fair/Expo Center are governmentally or quasi-governmentally owned. All have signs. Kentucky Kingdom (theme park) is privately owned but on leased public land. It too has signs. Louisville Slugger Field is privately owned and does not have signs. It will be interesting to see if the new (yet-to-be-named) Louisville City FC stadium will receive signage. Churchill Downs is privately owned but has brown signs. Today, over 100,000 people visited Churchill. Tomorrow, will be over 150,000. When you have this many people attending an event there, isn't it necessary to aid them in their travels?
Elsewhere in Kentucky, most major distilleries have brown signage as they are either KY historic landmarks, national historic landmarks, or a part of the KY Bourbon Trail.
