There are two things I can think of. Either yards full of junk from the property owner who is a compulsive collector of almost anything or yards in rundown neighborhoods which are full of everyday waste.
I've seen way worse yards. Way worse.
A while back, there was a streetview of an address in Chicago that showed someone's exposed rear end.
The house in the second one looks like a good gust of wind would knock it over.
Wealth on display.
If you want to see trashy yards, take a train sometime. You get to see a lot of back yards full of junk.

I've done that in the Northeast, but aside from commuter rail and excursions, I haven't. I did see a fine-looking chick sunbathing in a bikini (it was during the warmer months) once while aboard the Bel-Del which runs for a short distance from Phillipsburg NJ and back. One of the crewmen on board (probably the conductor) made an appropriately-humorous comment.

This is basically the only example of this in my area. It's hilarious viewing it on Google Earth Historic Imagery (not Historic Aerials...they don't have enough historic photos), as you can see it get progressively worse with each passing year.

It's definitely one of the oldest houses in the area. Which, I guess, is all the more alarming. You'd think there'd be some family history, some passing-down, that would keep the house in decent shape. Personal value, basically. But that doesn't seem to be the case. The house got spectacularly bad between 2002 and 2005, and has stayed bad since (while also getting worse). I'm guessing the original family either sold or died, and the new people just stopped caring. Always a shame.
