I just saw this item on the MDOT (Michigan) website: An intersection with flashing yellow left arrows will have the signals on the two legs of the main road (US-24) replaced with signals that eliminate the flashing arrows and allow left turns only in the protected phase. The flashing arrows will remain on the two legs of the cross street. The explanation of the change is that it is due to high crash activity at the intersection. Apparently too many people either (a) don't know the flashing yellow arrow means you have to yield to oncoming traffic, or (b) are the type who think there's plenty of time to get across the tracks before that train arrives.

I'm guessing too many people have missed seeing fast-approaching vehicles and turned in front of them. (Two thru lanes and one right turn lane.) Also the 55 mph speed limit might be a contributing factor. Or traffic may be too heavy to justify using FYA.
There are many places where FYA's are used only during off-peak traffic times; during busy times it's protected turns only.
Too bad they're removing FYA without looking at a time-of-day pattern. It's usually easy to prevent display of the FYA during peak times and allow it off-peak...unless off-peak was part of the problem...
