Doesn't sound like it will be much of a "highway".
I'm wondering if they will just improve Stauffer Road (http://maps.google.com/maps?f=q&source=s_q&hl=en&geocode=&q=Shanksville,+PA&sll=37.0625,-95.677068&sspn=33.214763,79.013672&ie=UTF8&hq=&hnear=Shanksville,+Somerset,+Pennsylvania&ll=40.081782,-78.885827&spn=0.015663,0.038581&z=15&layer=c&cbll=40.081814,-78.885974&panoid=3rBU3IyL4e5ejHAGGP70ug&cbp=12,190.56,,0,5), which was a haul road from the former strip mine.
