Title: How do you make accurate-looking freeway exit signs?

Sorry if this is in the wrong place.

I'm fascinated with custom MUTCD-accurate freeway exit signs, and would like to make my own in Inkscape or Illustrator or something (based on signfab manuals like WSDOT's (https://www.wsdot.wa.gov/publications/manuals/fulltext/M55-05/Signfab.pdf)), but don't know how to do it. I can't even find a tutorial on where to start.

I got most of the mockups shown here from the Minecraft Forums, except for the California one, that was made by myosh_tino.
