This street looks like it used to be one way, but is now two way. They left the broken white centerline, and just painted a double yellow line around it. The double yellow line is now more faded than the broken white line, leaving a very unsafe situation

Bit of a misleading thread title. The broken white line was not a centerline, but instead just a simple white line to indicate the existence of two lanes proceeding in the same direction. Still, lazy on the part of the contractors to not grind up the original broken white line.
If you're looking for an actual "old white centerline", you'd be looking for something like this: https://goo.gl/maps/ADu2G4HxVzAx6V6YA
