Is there any city that has this type of city in Texas?

Forgive me but your listed-thread title is a bit vague or misleading. Are you stating that there are rowhouses, similar to what's in Philadelphia (& surrounding communities BTW) in Texas or are asking if there is such per you 2nd question in your post?
I can't speak for Texas but I have seen similar in the Baltimore area.
To be clear, such is not to be confused with newer-style townhouses/homes.
Clearly nobody builds rowhomes anymore, so any of the Sunbelt expansion areas can be easily ruled-out.
It would have to be somewhere in "Old" Texas...I'm thinking places like Beaumont, Galveston, etc. But my guess is not. It's going to be much more Gulf-inspired architecture along the lines of New Orleans, not Baltimore or Philly.
May be worth checking the Austin/New Braunfels area, due to the old German influences.
San Francisco and Daly City have rowhouses in some areas but they are on hills though. I don't have a specific one for Texas though.

Rowhouses are still being built in cities. In suburbs, they're more known as Townhouses, but same concept.
