For a minute there I was like, "Oh, that's nice of them... times are hard, people are missing work..." . Nope. There are still tolls; they just are sending their toll workers home. And spending money on mailing out the damned toll bills.

Because there are still bonds to be paid, work to be done, bills that are due.
