List the control cities posted in a city and/or metropolitan area. You don't have to list all of them
i.e in Houston some of the control cities posted are

Looking at some of the signs on and near I-229 and its interchanges, I cannot find a single sign with I-229 and a control city. I suppose they would be Albert Lea going North and Sioux City going South.
For freeways / expressways leaving the South Hampton Roads area...
I-64 West - Hampton / Richmond
I-664 North - Newport News / Hampton / Williamsburg / Richmond
US-58 West - Franklin / Emporia
US-460 West - Petersburg
US-13 South - Ahoskie / Edenton
VA-168 South - Outer Banks / Nags Head / Manteo
US-17 South - Elizabeth City
While it would be logical for an outlet such as US-58 or US-17, I don't believe any signage for "To I-95" exists anywhere in the area. I-95 is roughly 60 miles from Suffolk along US-58, and roughly 130 miles from Chesapeake along US-17 / US-64, reaching I-95 about 55 miles south of US-58 near Rocky Mount, NC.

It looks like non-interstates do count, but either way, it's a bit irrelevant for NY since so few non-interstates have proper control cities other than at interstate junctions.
Tucson:

I mean, with gems like (Directional) Suburbs, Indiana, Wisconsin, and Iowa...greatest Control *Cities* Ever!
When the I-355 Will County Extension first opened, the signed Control on I-55 for I-355 was simply "Suburbs." If memory serves IDOT/ISTHA removed it after the Tribune Traffic Reporter ran a story highlighting how absurd "Suburbs" is as a Control, when one is already traveling thru various Suburbs on I-55

Rockford is signed for the I-80 exit to NB 355. St Louis is on an overhead BGS on the northern section of SB 355 between 290 and 88
I believe Des Moines is still signed on one or two BGSs on I-80 WB near I-57
O'Hare appears as a Control on I-294, also
If "To Toll Road" and "To I-80" count as Controls for 65 and 355, respectively, then Lake Shore Drive needs added to the I-55 list, as that is the NB Control between the Dan Ryan and LSD

Also I've always thought it was weird that US 165 from Monroe is signed Columbia (pop. 390) to the south instead of Alexandria (pop. 47,723), and Bastrop (pop. 11,365) to the north instead of Pine Bluff (pop. 49,083 / reached by US 425 from Bastrop) or Little Rock (pop. 193,490 / fastest route also takes US 425 from Bastrop).

Rockford (NB) and St Louis (SB) also make appearances for 355.
Rockford is signed for the I-80 exit to NB 355. St Louis is on an overhead BGS on the northern section of SB 355 between 290 and 88
I believe Des Moines is still signed on one or two BGSs on I-80 WB near I-57
Unless this sign has been recently replaced (https://goo.gl/maps/pqYGV9mHAZTahtqGA) there's one for Des Moines.
There's also at least two appearances of "Gary Indiana" (https://goo.gl/maps/pMDi2zZupQqpgMvf7) and one with just Gary (https://goo.gl/maps/F18GsAB1vXtrNKAV9) for I-80.

O'Hare appears as a Control on I-294, also
If "To Toll Road" and "To I-80" count as Controls for 65 and 355, respectively, then Lake Shore Drive needs added to the I-55 list, as that is the NB Control between the Dan Ryan and LSD
"TO Indiana Toll Rd" would also need to be added for I-90 (https://goo.gl/maps/2xcd4MGTHDEKvhNCA)

I guess with 165 from I-20, it's hitting the next parish in both directions. Bastrop at least has some size to it. I agree with Alexandria for 165 south. Because Monroe is signed from Alexandria north.
US 167 from I-20 is just as bad. Dubach? Really?

For Boise (excluding cities in the MSA like Nampa and Caldwell; ):
I-84 East: It's a split between Twin Falls and Mountain Home
I-84 West: Ontario
ID-55 North: McCall
ID-55 South: Winnemucca
ID-21 North: Idaho City
Anything I didn't list doesn't have a significant non-local control city, eg. US-20/26 just use Notus and Parma.
I-84 west should use Portland.
Part of me thinks it should, but at over 400 miles away, and with a significant number of people bailing onto I-82 to head towards Seattle before then, I'm not sure it's the best choice. If Pendleton or La Grande were larger, they would be ideal, but they're not really big enough to be long distance control cities (no better than Ontario). So you kind of just change control cities every 50-100 miles on I-84 (Portland is listed on some, but not all, control city signs west of Ontario), which isn't ideal but works fine I guess.
This is why I'm a fan of the idea of consistently using 2 control cities. Portland could consistently be signed, along with Ontario, Baker City, La Grande, Pendleton, and The Dalles, depending on where you are. Some signs have 2 and kinda do that, but many signs just have one control city.

Secondary controls in parenthesis.

IL-394: Danville, Chicago
IL-56: Sugar Grove, Chicago
US-20: Chicago, Rockford
IL-53: North Suburbs (No southbound control)
IN-912: No controls given
Slight addendums: Gary has (or in the case of I-80 eastbound between I-355 and I-294,
had) some representation. It is mentioned as a control on Indiana 912 at the easternmost Toll Road interchange, and has its only mention on I-65 northbound at I-80/94 (and even then, that’s only for westbound traffic).
Also, I think Indiana 912 north/west had Chicago as a control city when exiting Ameristar Casino in East Chicago before the bridge closure. In these cases, it’s fleeting mentions, so not a big deal.

No, Kingston is the Control City from Toronto. Oshawa is a destination along the way.

Well, it is still true that Kingston is used east of Oshawa! :)
It actually seems to be a bit random as to whether control cities are even used for the 401 within the Toronto area. The Don Valley and the 427, for example, don't sign any control cities at all, only the direction. However, Kingston is used in some locations west of Oshawa, such as on the 412 and (fittingly) on Hwy 2A/Kingston Rd.
