I suspect the forum has had posts along those lines for longer than you'd suspect. Look up the Immigration Freedomway at some point (the most amazing thing about it is that part of the proposed route actually did get designated I-2). And, of course, there was Voyager's Cosmic B'bar.

There was quite a lot of stupidity in the first iteration of the forum. When it was rebooted and agentsteel became admin, he deleted most of the games threads because he hated them with a burning passion (most of them were pretty stupid, to be fair). I have no memory what Voyager's Cosmic B'bar was–maybe someone could remind me?–although I remember agentsteel holding it up as an example of the profound stupidity of the type (and so it was deleted with great vigor).
For a while, no games at all were allowed, and would get locked or deleted whenever they were posted. After Alps took over as admin, we started lightening up on it, and on-topic games were allowed again.
Apparently it was for general chatting. Archive.org doesn't have much, but they do have the main index and board main pages archived. The OP of each thread can be viewed via the hovertext on each thread name.

And yeah, I had to go all the way back because it didn't take long for Voyager to require people to be signed in to view the forum at all.
