In South Carolina http://www.dot.ga.gov/BuildSmart/Projects/Pages/I20SavannahRiver.aspx Interstate 20 comes real close to but does not enter Edgefield County while transiting the Palmetto State.
In Florida we have I-75 briefly entering DeSoto County near Port Charlotte for a very short stint.
In New Jersey I believe I-80 barely enters Sussex County between Morris and Warren Counties near Stanhope.
What others are out there?
I know that I-75 barely misses Gladwin County in Michigan.

When I was making my counties traveled map a couple of days ago, the one thing I noticed is that I-84 enters Hampden County in MA for just a couple hundred feet.
I-80 just barely misses Rich County, Utah. The county line parallels the interstate for several miles from the ghost town of Wahsatch to the Wyoming state line, but it is legally defined to follow the northern side of the Union Pacific Railroad's right-of-way. As a result, I-80 stays in Summit County all the way to Wyoming.
I-70 comes very close to Beaver County at its western end - indeed, some of the ramps at the trumpet interchange with I-15 do extend into Beaver County - but it has no centerline mileage south of the boundary.
I-94 in Trempealeau County, WI. In long enough for one (delicious) exit to US 10 in Osseo.

How about 95 just barely hitting DC?
I-84 in CT barely clips Windham County in the town of Ashford, but it is enough for one exit with CT 89 (Exit 72/Future 92).
Just before the CT border, the westbound lanes only of I-84 clip Hampden County while the eastern lanes remain in Worcester County.
I-95 barely touches Marlboro County in SC. Maybe 1/4 mile after the Great Pee Dee River bridge and that is it.

I-57 barely ticks the northwest corner of Clay County, IL between Effingham, IL and Mount Vernon, IL.

I 80/90 misses St Joseph County, MI, by about 1/2 mile. :-D
I-840 enters into Hickman County, TN barley. There are no exits within the county. There is just enough space in the county that one of the county constables could get on it and run radar.
I-85 either barely enters or barely misses Lunenburg County, Virginia. I can't tell from Rand McNally atlases and Google Maps doesn't show county lines.
Edit: Per OpenStreetMap, it misses the county by less than 500 feet crossing from Mecklenburg into Brunswick County.
The westbound lanes of I-80 enter Kendall County, Illinois for a little bit (2.5 miles) at Exit 122. The eastbound lanes just barely clip the county's southeast corner (about 285 feet along the white dashed line).

I-40 barley enters into Carroll County not once but twice. Both times it enters it is very brief. There are no constables in Carroll County so you don't have to worry about that extra fuzz there.
I-64 entering Fluvanna County, Virginia is a well known one for me, as there is a NWS county warning area boundary at the Western end of that short stint (I use those as non-political divisions of the USA xD).
I-70 comes within 3/4 of mile from Perry County, Ohio (and thus from NWS Charleston WV county warning area).
Also, while not an Interstate, I'm solving one mystery from the county mapping FAQ: US 41 does not enter Monroe County, Florida (FYI that's the county Key West is in) (Edit: It does per official sources indeed, OpenStreetMap's county lines are crap).
McHenry North of Kendall brushed by 90 just got it's only interchange at Illinois 23.
Both counties contradicted the idea that the freeways are the sprawl cause since at various times both have been among the fastest growing counties.
I-74 in southeastern Indiana sits practically on a tri-point between three counties at Exit 123 in St. Paul. More or less the highway passes from Shelby into Decatur County but for a tiny portion of the interstate's westbound lanes they clip the extreme southwest corner of Rush County right where the highway passes underneath the overpass for the county road that goes to St. Paul. It's very close as to whether the westbound lanes actually do clip the county but the eastbound lanes do miss it.
Hendricks County on I-65 in Indiana. Enters the county, but there is no interchange.
I-80 just barely enters Sierra and Napa Counties in California.

In western Kansas, I-70 (on its diagonal stretch between Oakley and Colby) briefly passes through the northeast corner of Logan County, in between Gove County to the east and Thomas County to the north.
I-495 (Delaware) either barely enters PA or just misses it.
A few from I-70:
-OH: Briefly clips Licking County from Muskingum County east of exit 142 (and then fully enters Licking County a mile and a half to the west)
-PA: Just misses Fayette County at the Monongahela River, going straight from Washington to Westmoreland (hard to tell for sure, but the EB on/off ramps at exit 41 might enter Fayette County)
-MD: Clips Carroll County for a mile and a half east of exit 68, and also just misses Montgomery County (a quad-point where Frederick, Montgomery, Howard, & Carroll all converge is just to the south of I-70 at Parr's Spring). It also briefly enters the independent city of Baltimore :awesomeface:

The northbound lanes merge into I-95 well before the state line, but as for southbound...my understanding is the ramp beginning in PA is assigned a 4-digit inventory number by PennDOT, and I-495 officially begins once in DE.

I think it's pretty clear that the point where the ramp from EB I-88 merges with I-294 SB is in DuPage County. Either that or there's a weird jog that doesn't show up on any map.

As I've mentioned before on this forum, OSM is a terrible source for county lines. OSM county boundaries in many cases are only rough approximations.

The Goog, even with its user application for counties being shit because of not letting you zoom in to where any county line measurement would be useful, shows US 41 pretty clearly making contact with the Monroe County corner.
I-64 just misses Greenup County, Ky., near the KY 67 exit.
I-79 barely clips a county (I can never remember if it's Braxton or Gilmer) just south of entering Lewis County if you're traveling northbound. You can see the Lewis County sign in the distance as you cross the county line south of it.
I-75 barely enters Crawford County GA, but it does enter and the crossings are complete with GDOT county line signs. In Texas, I-35 barely tips into Atascosa County and has a small jaunt into next-door Medina County. I-10 barely goes into Caldwell County. I-35 tips the southwest corner of Falls County. I-10 just tips Jeff Davis County. I -30 crosses a less than five mile swath of Morris County. I-40 runs almost straight down the county lines all the way across the panhandle.
I-30 narrowly misses Collin County (US-67's old routing (TX-66) goes into Collin County) I-20 junctions with I-10 and ends just before I-10 enters Jeff Davis County.
There are more. I just got tired of listing. I may come back to it!

And just about every one of those crossings is signed. I just drove from Oklahoma to Amarillo on I-40 and quickly lost count of how many times I crossed the Gray-Donley line.

Thanks for mentioning this one. I have I-75 clinched through Georgia and didn't have it that Crawford County was clinched I could barely tell that I-75 even entered the county.
I-10 nips the tip of Gillespie County, Texas, making it enter Kerr County twice.
I-74 WB enters Rush County, IN, but EB does not. The Rush-Decatur-Shelby tripoint is in the middle of the CR 800 E overpass.

It's Gilmer County. The county seat of Glenville (and Glenville State College) is posted on Exit 79 for WV-5 at Burnsville in northern Braxton County.
I-71 is in Trimble County, KY for like .5 to .6 miles and includes county line markers.

I was trying to figure this one out a while ago, and both the Fayette and Westmoreland county online GIS maps had Fayette County taking a chunk out of I-70 itself, but they disagreed as to how much. One had just a portion of the eastbound lanes, and the other had the entire eastbound lanes and part of the westbound.

Going across from Toledo, OH to Gary, IN, it doesn't wander too far away from the Michigan line, and the southernmost tier of counties. In some places, it's measured in yards or feet, not miles.

I-35 is only in Washington County, MN for around 3 miles and down in Iowa it comes within 530 ft of Madison Co.
I-94 comes in/ around a mile from Adams County, WI.

WI 29 ticks the NE corner of Outagamie County, WI. In fact, before the interchange for the NW WI 29/32 split was completed 20-25 years or so ago, its presence in Outagamie County was nearly twice as long.

In skimming county maps for my upcoming trip, I saw that US 2 appears to run right along a county boundary in either Minnesota or North Dakota (I think the former, but not positive.) I wonder how accurate the mapping is.
