Looking at the SB I-75 to NB I-85 ramp just north of downtown Atlanta, there is an incredible amount of signage telling drivers to slow the heck down! There are even pavement markings (not sure if they're rumble stripes, but that would make sense). Any other curves with an absolute but load of signage?

It's entirely necessary-trucks overturn on that curve all the time. A car can make it at 45, but the big rigs need to take it more slowly and safely. There's a reason it's named "deadman's curve".

The curve was realigned a few years ago when the southern segment of that bypass was brought up to full interstate standards, and can easily be taken at the 60 mph speed limit. It used to be a sharp curve, but it's not anymore. It's merely a remanence that hasn't been taken down.

Not saying it's unwarranted, but it is definitely "most signed".
Here's a similar one to the Cleveland I-90 situation... certainly not inappropriate though, it's fully warranted.

The 9 Mile curve on I-75 has a VMS that flashes at you to SLOW DOWN. Not sure if it has a radar speed detector in it or what.

Georgia 120 on the east side of Marietta does a TOTSO on a 2-lane ramp, and starting from where the ramp first starts to show up in the lane markings, there are no less than 13 right arrows and 10 ONLYs painted all the way down the ramp to where that lane merges in with East Roswell Road:

I remember spotting that Atlanta example and its pavement markings a couple months ago zooming around the city on street view. Tried to find some mention on here, but came up short.

Another thing they could have done was just put in an all-way stop at the intersection. There is an intersection here and the curve is sharp enough that it might as well be treated as a turn.

I guess it does appear to be a downhill, but signing that from 4.5 miles seems a bit excessive. Also odd that the warning signs further out are larger "big yellow signs" but the ones closest to the curve are traditionally styled and sized warning signs.

Yes, I've seen them numerous places, they have also installed a number on VA I-81 specifically in an effort to enhance safety.

Williams Lake Rd next to Oakland County International Airport in Waterford Township, Michigan has illuminated chevrons in both directions of travel. These signs flash in a sequential pattern in the direction of the curve.

This does not include all the signage for the 3 different truck break check stops (3rd one has a companion runaway ramp) or the 'lowest gear available' signs or all the signs related to the 9% grade (about 5 miles long).
It would appear a few drivers did not observe any of those warning signs.
I guess it does appear to be a downhill, but signing that from 4.5 miles seems a bit excessive. Also odd that the warning signs further out are larger "big yellow signs" but the ones closest to the curve are traditionally styled and sized warning signs.
The curve is at the bottom of a 10-mile long grade with a 2000-foot drop in elevation. The lower several miles are signed for a 9% grade. The road used to get log trucks for the paper mill in Luke. There is a 10mph truck speed limit on the grade along with three mandatory truck stops and an emergency escape ramp due to its history, and there are signs along I-68 recommending truck traffic use MD 36 instead of MD 135 to access Luke.
If you're a heavily loaded truck and get to the bottom of the hill going too fast, it's too late. You're not going to be able to slow down in time. All those curve warning signs uphill are to drive home that trucks need to keep their speed under control on the hill to avoid becoming another fatality.
Making the intersection with MD 135 and Savage River Road at the bottom of the hill an all-way stop isn't going to do anything. The curve by itself isn't really the problem, other than for the fact it means that out-of-control trucks don't have any opportunity to recover. Making vehicles come to a stop at the bottom of a long grade like this would likely make things more dangerous, not safer, from rear-end crashes.
